Launched in January 2019 by the Odisha government, KALIA (Krushak Assistance for Livelihood and Income Augmentation) was designed as a distinct alternative to PM-KISAN — covering not just landholding farmers but also landless cultivators, sharecroppers, and agricultural labourers who are excluded from PM-KISAN. KALIA continues in 2026 as one of Odisha’s flagship agriculture schemes.

Livelihood support for small & marginal farmers — ₹10,000/year (₹5,000 per season × 2 seasons)
Livelihood support for landless agricultural labourers — ₹12,500/year (one-time lumpsum)
Life insurance — ₹2 lakh term cover (premium ₹330 — mostly government-paid)
Personal accident insurance — ₹2 lakh accidental death / disability cover (mostly free)
Interest-free crop loan up to ₹50,000 (via cooperative banks)

Component 1: Small & marginal farmers
Odisha resident farmer with land up to 2 hectares (5 acres)
Owner-cultivator OR cultivating tenant

Agricultural labourer whose family owns less than 0.4 hectares of land

Can I receive both PM-KISAN and KALIA?
Yes. PM-KISAN (₹6,000) and KALIA (₹10,000) are complementary, totaling ₹16,000/year for eligible small/marginal Odisha farmers.
Does KALIA cover landless agricultural labourers?
Yes. KALIA Component 2 pays ₹12,500 one-time per year to landless labourers with Gram Panchayat certification of agricultural-labour livelihood.
What is the land-size cap for KALIA eligibility?
2 hectares (5 acres) for small/marginal farmers under Component 1. Larger holdings don’t qualify for KALIA but do for PM-KISAN if eligible.
Is KALIA insurance coverage available to family members?
No. KALIA life + accident insurance is per-beneficiary only. Family members should enrol separately in PMJJBY and PMSBY for ₹456/year combined coverage.
What to do if my KALIA application is rejected?
