Launched in January 2019 by the Odisha government, KALIA (Krushak Assistance for Livelihood and Income Augmentation) was designed as a distinct alternative to PM-KISAN — covering not just landholding farmers but also landless cultivators, sharecroppers, and agricultural labourers who are excluded from PM-KISAN. KALIA continues in 2026 as one of Odisha’s flagship agriculture schemes.
KALIA के 5 घटक — Five Components
- Livelihood support for small & marginal farmers — ₹10,000/year (₹5,000 per season × 2 seasons)
- Livelihood support for landless agricultural labourers — ₹12,500/year (one-time lumpsum)
- Life insurance — ₹2 lakh term cover (premium ₹330 — mostly government-paid)
- Personal accident insurance — ₹2 lakh accidental death / disability cover (mostly free)
- Interest-free crop loan up to ₹50,000 (via cooperative banks)
पात्रता — Who Qualifies
Component 1: Small & marginal farmers
- Odisha resident farmer with land up to 2 hectares (5 acres)
- Owner-cultivator OR cultivating tenant
- Not a government employee, pensioner, or income-tax payer
Component 2: Landless agricultural labourers
- Agricultural labourer whose family owns less than 0.4 hectares of land
- Resident of Odisha
- Primary livelihood from farm labour
Components 3-5: Insurance + interest-free loan
- Eligible if you qualify under Component 1 or 2
- Age 18-50 for life insurance (PMJJBY-style underwriting)
Exclusions
- Government employees (central/state/contractual)
- Income-tax payers
- Pensioners drawing > ₹10,000/month
- Families owning > 5 acres or 2 hectares of irrigated land

Option 1: Through Mo Seva Kendra

- Receive reference number → track online

Option 3: Through Gram Panchayat Secretary
Rural applicants — GP Secretary helps with the application. Especially useful for landless labourers where Gram Sabha certification is needed.

- Gram Panchayat Sabha approves landless labourer lists
- Approval reaches state-level KALIA cell for final sanctioning

Insurance Components — Details
Life insurance (KALIA Life)
- Cover: ₹2 lakh
- Premium: ₹330/year (of which ~₹180 paid by beneficiary, balance by Odisha government)
- Age eligibility: 18-50
- Renewal: annual, auto-deducted from KALIA installment
Personal accident insurance (KALIA Accident)
- Cover: ₹2 lakh (accidental death or permanent disability)
- Premium: ₹12/year (nominal, mostly government-paid)
- Age eligibility: 18-70
- Auto-enrolled with KALIA
Interest-Free Crop Loan
Up to ₹50,000 crop loan at 0% interest via District Central Cooperative Banks (DCCB) or PACS.

FAQ — Common Questions
Can I get both PM-KISAN and KALIA? Yes — both are complementary. PM-KISAN (₹6,000) + KALIA (₹10,000) = ₹16,000/year for small/marginal Odisha farmers. No exclusion on double benefit.
What if I’m a landless labourer? Can I get KALIA component 2? Yes. Landless labourers get ₹12,500 one-time per year. You need Gram Panchayat certification confirming your agricultural-labour status.
I have 3 hectares of land. Am I eligible? No — KALIA targets small/marginal farmers with up to 2 hectares (5 acres). For larger landholdings, only PM-KISAN + PMFBY apply.
My KALIA insurance covers me — can my spouse also be covered? KALIA life + accident insurance is per-beneficiary. Family members are not auto-covered. Use PMJJBY + PMSBY for other family members (₹456/year combined).
My bank is in Bhubaneshwar but I live in a village — will KALIA payment reach? Yes, as long as your Aadhaar-bank-NPCI link is active. Physical branch location doesn’t matter; DBT flows digitally.
What if my name is not in the KALIA list but I fit eligibility? Apply on kaliaportal.odisha.gov.in with all supporting documents. If rejected, file grievance with Gram Panchayat Secretary → Block Development Officer → Sub-Collector.
