The eligibility threshold isn’t a flat “200 units for everyone” — it’s based on your household’s own historical consumption:
- Baseline: your monthly average consumption during FY 2022-23 (April 2022 – March 2023)
- Monthly quota: baseline + 10% buffer
- Cap: maximum 200 units/month (even if your baseline + 10% exceeds 200)
Three scenarios
- Your consumption is within the quota → zero electricity bill (only nominal fixed charges for meter maintenance)
- Consumption exceeds the quota → you pay only for the excess units at normal tariff
- You had no baseline (new connection after 2023-24) → state gets average-residential quota

Mandatory
- Karnataka domestic electricity consumer (residential tariff slab)
- Connection registered with any Karnataka ESCOM (BESCOM, MESCOM, GESCOM, HESCOM, CESC)

- Consumption within residential slab (not commercial/industrial)
Exclusions
- Commercial, industrial, agricultural, institutional connections
- Households opting out of the scheme
- Defaulters with large pending dues (first clear arrears, then enroll)
- Properties with multiple connections — only one (primary residence) qualifies
