Launched on 17 September 2023 (on Vishwakarma Jayanti), the PM Vishwakarma Yojana is India’s first national-scale scheme specifically for traditional artisan and craft workers — the carpenters, blacksmiths, potters, tailors, cobblers, masons, and 12 other trades that sustain rural and semi-urban India but have historically fallen outside formal welfare and credit systems. The scheme runs for 5 years with a total outlay of ₹13,000 crore, targeting 30 lakh artisan families over that period.

If your trade is adjacent but not on the list (e.g. welder, electrician, plumber), you’re not eligible — this scheme is specifically preserving and upgrading traditional skills.

पात्रता — Who Qualifies

  • Age 18 or above at the time of registration
  • Engaged in one of the 18 listed trades as your self-employment (primary livelihood or continuous practice)
  • No active loan from central/state govt-run concessional schemes in last 5 years (PMEGP, PM SVAnidhi, Mudra — check if you have an active borrowing)
  • Only one member per family can enrol (family = self + spouse + unmarried children)
  • Government employees and their families are excluded

Registration is via Common Service Centres (CSCs) with three-tier verification — Gram Panchayat / ULB head → District Implementation Committee → State Verification → PM Vishwakarma dashboard.

1. Recognition

PM Vishwakarma ID + Certificate — formal government recognition of your trade, issued after verification. Valid nationally.

2. Skill training

  • Basic training: 5-7 days, at recognised training centres near you
  • Advanced training: 15+ days (optional, after basic), for upskilling
  • Stipend: ₹500 per day during training, paid directly to your account via DBT

3. Toolkit incentive

₹15,000 e-voucher (one-time) to purchase modern tools specific to your trade. Redeemable at GeM portal or at listed vendors — you can’t withdraw this as cash; it’s only for tool purchase.

4. Loan support — Stage 1 and Stage 2

Both loans are collateral-free and guarantor-free. MoMSME pays interest subvention of up to 8 percentage points — bank’s effective rate to you is capped at 5%.

Stage 2 trigger: Stage 1 must be fully repaid + advanced training completed + digital transaction activity shown.

5. Digital transaction incentive

₹1 per digital transaction credited to your bank, up to 100 transactions per month (₹1,200/year). Encourages you to accept UPI payments.

पंजीकरण कैसे करें — How to Register (CSC-based)

Registration must be done at a CSC — currently there’s no self-registration via the portal.

  1. Find your nearest CSC at https://locator.csccloud.in/
  2. Walk in with your Aadhaar, ration card, bank passbook, mobile phone
  3. CSC VLE does biometric e-KYC (fingerprint or iris)
  4. VLE fills the registration form with your trade, family, business details, photograph
  5. You receive an application reference number by SMS
  6. Three-tier verification proceeds over the next 15-45 days: – Gram Panchayat / ULB head: physical verification of your trade – District Implementation Committee: second-level check – State Verification: final approval
  7. Once approved, your PM Vishwakarma ID + Certificate is issued — download from the portal
  8. You can then apply for training, toolkit voucher, and Stage 1 loan through your bank / CSC

FAQ — Common Questions

Is my trade on the list? What if it’s close to a listed trade but different? Only the exact 18 listed trades are covered. Welder, plumber, electrician, mechanic, and similar “modern” trades are not included — PM Vishwakarma specifically targets traditional hand-craft occupations.

Can my wife and I both register if we both work in the trade? No. Only one family member can enrol per family (family = you + spouse + unmarried children). The family picks the primary enrollee.

I already have a Mudra loan. Can I still apply? If your Mudra loan is active (not fully repaid), you’re not eligible for PM Vishwakarma’s loan component. You can still register for ID, training, and toolkit — but the loan part is blocked until your existing concessional loan is cleared.

Is the ₹15,000 toolkit amount cash? No — it’s a voucher redeemable only for tool purchase, through GeM portal or approved vendors. Cash withdrawal is not allowed.

What is the actual interest rate I pay on the ₹1 lakh loan? 5% per annum effective — the bank charges you its prevailing rate (say 8-10%) and the government pays interest subvention of up to 8 percentage points, so your effective rate is capped at 5%. The subvention is paid quarterly by MoMSME.

My CSC rejected my application — is there an appeal? Yes. Go to the District Implementation Committee directly with your rejection letter and supporting documents. The DIC has override authority. You can also call the PM Vishwakarma helpline.
